What NYSDEC is saying, and what it is not

Every row above is on the list because the New York State Department of Environmental Conservation publishes a trout designation on top of each water's 6 NYCRR class. That is DEC designating the water (T), trout water, or (TS), suitable for trout spawning. The designation rides on top of the 6 NYCRR best-usage class rather than being it — the class says what the water is protected for, and the suffix is the trout statement, with a stricter dissolved-oxygen specification and, under 6 NYCRR 704.2(b), a 70 °F ceiling on any discharge into it. It is not a record of a fish caught there, it is not a promise about any particular day, and it is not permission to walk to the bank — the land beside a classified stream can be private, and in most of these five states most of it is.
