Woodcock is a migratory game bird, and migratory game birds are the one exception to Pennsylvania's 2026-27 Sunday hunting — so a Sunday in this window is open for ruffed grouse and closed for woodcock, in the same cover. A federal migratory bird: a Pennsylvania migratory game bird licence and HIP registration are required on top of the general hunting licence.

It applies at all times while hunting small game, except when hunting all crow seasons, all dove seasons, all waterfowl seasons, all falconry small game seasons, all flintlock muzzleloading deer seasons, all archery deer seasons, all archery bear seasons, all furbearer seasons except coyote, all turkey seasons and all archery elk seasons.
